CONSTITUTION

 

I.                   Teams

a.     24 (representing 24 of the real major league teams)

b.    2 leagues w/3 divisions each

c.     Divisions will be as they are in MLB (as best as Possible)

d. This league will initially run the 1st year in the summer or fall,(whenever we can get started), and every other year in the spring(hopefully, March).

II.                Rosters

a.     40 man rosters

b.    Continuous ownership rights of players

c.     During the season, all trades must be equal in the amount of players changing teams.

d.    Rosters will cut down to 40 players/draft picks 2 weeks prior to draft.

III.     Player Usage

1.     DH will be used in American league

2.     Pitchers will bat in National league

3.     28 Active Per series

4.     Rosters may not be changed once series begins

5.     930 rule will be in place.

6.     All grade 1, 2, 3 starting pitchers will be increased to 1000MBF.

7. All players will have their SF factor adjusted to 100%.

a.      Split grade pitcher will be rated by his relief grade- 500 mbf when graded 3 or lower. NO injury factors will be changed.

b.     If a pitcher's real MBF is higher that will prevail.

c.   Relief pitchers graded 3 or lower get 500 mbf.  

8.     It will be owner’s responsibility to make sure they have adequate coverage

9.     Waivers: When trading is open, any manager may place 1 player per week on waivers-IF anyone claims your player, the claiming team will send you whomever they want in return, thereby keeping the rosters at 40. IF no one claims your player, then you will cut that player and claim any unowned player. When placing claims, the order of who can claim first is inverse order in the same division, then same league, then the other league, using the team with the worst record going 1st.  When you put a player on waivers, it must be included in the default you send in for that week's games. That will give all teams about 5 days to consider putting in a claim for that player, or passing. Once a player is put on waivers, he cannot be revoked.

10. If an owner can’t cover their roster they will be assigned a player to cover the needed (PR or MBF) player will not be able to be protected at the end of the year and owner will also loose lowest draft choices for the next draft.

11.            An owner may protect up to 2 players, he owns, that are uncarded, and missed the entire season due to injury.  These two players will count against their 40 man roster. They may not be used during the season.

 

IV.             Game Play 

a.     Games to be played on BBW 5.75

b.    Play ball files will come out on  Wednesday night w/results due by Monday 10:00pm Eastern

c.     Default files for away teams will be due Wednesday 10:00pmEastern Time

d.    Games not completed on time(unless a manager asks for help in advance) will be simmed by Commissioner prior to results file being released, and the simmed team will be changed a missed file-3 missed files and you will be replaced.

e.     Files will be named XXX (xxx being team initials numbers being date on schedule) plus the corresponding game-example-default for the fist series of the year would be labeled XXX001, and the results file would be labeled XXX006

f.      Micro Managers will be used for visiting teams, except when games played live

g.     All approved micro managers will be able to be used (if someone has a manager that’s not on list they will be able to add him to the list as long as they make it available to all members)

h.     Live play will be permitted but no one will be forced to play live.

i.       Players who exceed 125% of their stolen bases will have there stealing grade changed to R14.

j.       Rain outs are NOT allowed, and must be replayed immediately

k.  We be using “fatigue only” in AIM. Game injuries will NOT carry over.

IV.            Playoffs

a.     Top team in each division plus next best team in each league

b.    Division winners get top seeds

c.     Ties for play-off spots will be determined by actual major league baseball procedures

d.    All series are to be 7 games 2-3-2 format

e.     Playoffs will be a continuation of the season. injuries will not carry over, and AIM will start over.

f.      I will create a playoff Organization of 21 games and days off between each segment of the series

V.               Draft

1A.     The draft will be 7 rounds.

a.     Will take place approximately one month following the world series.

b.    Teams will retain all players they own at end of season (excluding mid season pickups)

c.     Teams will also be assigned any new players that made their major league debuts during the previous season.

1. Franchise rookies go to the team that the apba company designated them to.

d.    Teams will have to cut down to 40 (players and choices) 2 weeks prior to draft

e.     You may not trade draft choices more than 1 year ahead-for example, once the current draft starts, you can trade picks form this current draft, AND you may trade draft picks for the next year as well.

 

f.     Draft will be done by: round 1 and 2 via slotted email, and the later round will use lists each year

1.     10 picks every other night (10 so no one will ever have to make a list bigger than 10 and no one has to make a long list all the time)

2.     all ties in season records are broken by head to head records, as a first criteria, and coin flips for all others.

TRADING DEADLINE is game 133.

VI.            Code of conduct

a.     All players are expected to behave in a manner as to make league enjoyable for all.

b.    There will be no public arguing

c.        Any changes to the constitution can only be changed by a 2/3 vote

d.      The 2/3 will be of people who actually voted (if only15 vote on an issue then it would only take ten votes)

VIII.      Schedule

a.     No Interleague play

b.    Teams play 12 games (6 home 6 away) against teams I other division

c.     Teams play 22 games against teams in own division

IX.            Trade deadline and roster expansion

a.     Trade deadline will be before the start of game 133.

b.    Rosters will be able to be expanded after trade deadline.

X.               Rule changes.

a.     New rules, and rule changes, will be voted on between the completion of the World Series and the next draft and  a 2/3 vote is required for any rule changes

b.    Any new or changed rules will go into effect after the completion of the next season. (example rules voted on after 2014 replay will take effect for

     2015 replay)
