ARTICLE VIII
Committees
and Delegates
Sec.
1. Committees
and delegates shall be appointed in accordance
with Article XVII of the IBEW Constitution.
Sec.
2. The delegates and alternates to the
International Convention shall be nominated
and elected in accordance with the nomination
and secret ballot election procedure, as set
forth in these bylaws and Article II, Section
10 of the IBEW Constitution.
Sec.
3. The Business Manager shall,
by virtue of the office, serve as a delegate
to the International Convention. No candidate
for office of Business Manager may be nominated
for a Delegate at Large seat at the Convention
in addition to being nominated for the office
of Business Manager. |
Sec.
3. Where a local union has provided for the
Business Manager to be a delegate to the International
Convention by virtue of the office, it must
be included here. Where the local union has both
a President and a Business Manager and the Local
is entitled to three (3) or more delegates, both
the President and the Business Manager as the local
union decides, may be delegates by virtue of their
offices. However, no more than two (2) officers,
regardless of the number of delegates to which the
local union is entitled, may have such status. Only
the Business Manager (President-Acting Business
Manager) and President (in this order) may be delegates
to the International Convention, by virtue of their
office(s). No officer may be entitled to serve as
an alternate delegate by virtue of his/her office.
When an officer, after proper action by the
local union, also serves as a delegate to the
International Convention, by virtue of the
office, the notice of nominations and election
and ballot must provide that the candidates
are running for both positions (i.e. Business
Manager and Delegate to the International Convention).
In the event the office so affected is vacated
and filled in accordance with the Constitution,
the individual filling the un-expired term
does not automatically assume the duties of
delegate to the International Convention. In
these cases, an election must be held to fill
the delegate position. The appointed individual
shall be a candidate for delegate in any such
election. |
